As of June 15, 2026, Hawaii remains one of three Democratic-controlled states (with New Mexico and Oregon) that said they would not participate in the federal Education Freedom Tax Credit, though Hawaii's governor is reconsidering. No formal opt-in or opt-out decision has been recorded. Nationally, 31 states had opted in or indicated plans to participate by that date.
