Legislature overrode Governor Beshear's veto of HB 1 on March 17, 2026 (House 77-14, Senate 31-5). Secretary of State Michael Adams signed HB 1 into law. Kentucky is now opted in via legislative override.

Assign an EFTC coordinator to manage scholarship applications, SGO partnerships, and family communications.

Create materials to inform families about EFTC eligibility, the application process, and covered expenses. Plan for information sessions and one-on-one support.

Build SGO Relationships

Establish relationships with at least one SGO before the application window opens. Understand their requirements, reporting expectations, and disbursement timelines.
