Governor Maura Healey remains undecided on whether Massachusetts will opt into the federal Education Freedom Tax Credit, with her administration saying it is waiting on U.S. Treasury and Department of Education guidance, which Treasury expects to issue as proposed regulations by late September 2026. As of June 2026, the IRS reported 27 states have elected into the federal program and Massachusetts is not among them. The Pioneer Institute, former Lt. Gov. Tim Murray and the Worcester Regional Chamber of Commerce he leads, and Republican lawmakers are pressing Healey to opt in before the program takes effect January 1, 2027.
