What House Bill 2632 Would Do
According to the engrossed bill text, House Bill 2632 would end Pennsylvania's EITC and OSTC scholarship programs after the 2026-27 fiscal year and replace them with a single new Education Options Tax Credit program beginning in 2027-28. These programs let businesses and individuals fund scholarships that help working families choose an education that fits their children. Nothing changes for the current school year. The bill decides what comes after.
What Would Change for Donors and Schools
Under the bill as passed, the credit on general scholarship contributions would drop from 90 percent for a two-year commitment to a flat 75 percent. On a $10,000 gift, the donor's out-of-pocket cost rises from $1,000 to $2,500. Scholarship organizations warn that making giving more expensive would shrink the donations a program with a long waitlist depends on.
The bill as passed would also fold OSTC into a redesigned economically disadvantaged category, require scholarship organizations to remit 2 percent of contributions to a new state accountability account, and add new audit and reporting requirements for participating schools.
Why Now Is the Time to Act
The 2026-27 state budget signed on July 12 left EITC and OSTC unchanged, but that settles only the current year. House Bill 2632 passed the House 105 to 97 and now sits in the State Senate, pending until the session ends on November 30, 2026, and a version reintroduced next session could still take effect for 2027-28. Last year Pennsylvania awarded more than 101,000 EITC and OSTC scholarships and still turned away nearly 70,000 eligible students. The Senate is where this will be decided. Ask your State Senator to oppose it, and let your Representative know how their vote landed.
